Would love to get it ready for merge + fix all your concerns - tl;dr - I want to pre calculate via downloading from my internal bandersnatch mirror the wheels I need to build, at the moment I don't use `pip wheel --no-deps` and build ALL the deps all the time. This is bad for numpy, scipy etc. - especially when you use intel composer and other things.
[22:09:44] <cooperlees> I build and validate all wheels in a chroot with a known environment and versions of C++ libs etc. - Don't like to try random binaries off the Internet.
